Equitable Development Scorecard
The RVA Thrives Equitable Development Scorecard is a tool developed by neighbors on Richmond’s Southside in 2019-2021. The scorecard is used to hold developers and the City of Richmond accountable to community priorities for development.
Within the scorecard are six sections, each with approximately 10 indicators of a thriving community.
Our goal is to push developers to think more holistically and inclusively about what they are building in our community.
We ask that you score each section. If it doesn't apply to the development or if you don’t know, please enter zero. In the notes box you can share your dreams for what this development could look like if it did address this section well. This will help us measure whether, over time, a development improves.

A development is scored by neighbors and other stakeholders through a collective review process. The score is used to start a conversation with the developer about how to bring the new development back into alignment with community priorities.

Scoring a development takes approximately 15-20 minutes.
Currently Scoring
Southside Neighbors are preparing to score the Marquez Plaza development. This development is being built along the the 1800 block of Richmond Highway, in the Bellemeade neighborhood. The building will include over 3,000 square feet of commercial space, and 96 apartments for older adults. You can learn more about the project by following this link.
